Paramedics declared little Stelios Karsas dead at the scene after his dad – also named Stelios – accidentally ran him over while reversing outside his fish and chip shop on the outskirts of Shrewsbury.
Collision investigator PC Nicholas Stafford said it was unlikely that Stelios would have seen his son due to the tot’s height and dark clothing.
Harrowing CCTV footage from a nearby petrol station shows the family leaving their takeaway shop at 10.50am.
It shows the dad getting into his Huyandi Santa Fe as Stelios walks in front.
But he creeps around the back as the car goes into reverse – and was was run over when it rolled backwards.
Witnesses told how they desperately fought to save his life as mum Mirasol watched on in anguish.
Nursing home carer Simon Jones performed CPR with a colleague in a last-ditch attempt to keep him alive until an ambulance arrived.
He said: “I deal with death and dying frequently but nothing can prepare you for what I saw that day. The child in question was only 19 months old.
“I saw the little boy lying on his side with his mouth full of blood.
“I turned him with my colleague’s assistance slightly more on his side to clear his airway.
“His mum was there and as far as I am aware they owned the chip shop the little man was lying outside.
“She was in bits but once we started CPR everything else became background noise.
“It made me feel useless in all truth. I’m properly broken and I can’t close my eyes without seeing his face.
